Charts showing both can succeed either way — but rarely at the same time, and the running period usually indicates which to pursue first.
Timing a decision
The most common mistake is acting during an unsupportive period simply because frustration has built up. A business launched in a favourable Jupiter or Mercury period tends to establish itself quickly. The same launch during a difficult Saturn or Ketu period often needs two or three attempts. Knowing which phase you are in turns a gamble into a plan.
